Make timed disposal configurable in DisposingPolicy

Currently DisposingPolicy only supports configuration of the maximum amount of registered disposers.

It currently always disposes registered runnables after 30 seconds. Both the timed disposal enabled state and the time to wait for disposal could/should be configurable.
